"Ning Ming? Is that you?" Governor Shang asks excitedly.

"It's been around twenty five years since we last met I believe." The man says as he slowly walks towards Governor Shang but Liu Kang stands in between them, as he does not know if he is a friend or foe.

"Stand down, he is an old friend. Brother Ming, why are you here? Aren't you an elder of the Quan Zhen Sect?" Governor Shang asks as he walks forward and gives Ning Ming a hug.

General Ling also asked his men to stand at ease, since the archers on the wall had already lowered their bows and Governor Shang said that was the man was not an enemy.

"I came here to visit my grandson and was on the way to the capital to visit you and was wondering if you wanted me to take your son as a disciple of the Quan Zhen Sect if he has not joined a sect yet." Ning Ming said.

"Your cultivation..."Ning Ming muttered to himself softly and let out a soft sigh...

*sigh*

"If only I was there with you that time..." Ning Ming said sadly.

Governor Shang made a sad expression and said, "It's not your fault. You wouldn't have been able to change what happened anyway. I am just glad that Shi er was safely born. Anyway, let us enter the city first."

The governor took a glance at the army and said, "The mayor's estate will be requisitioned for the use of the army!" Governor Shang said loudly as General Ling ordered the troops to enter the city.

The city defence force could only watch the massive army enter their city, and the captains hurriedly gathered around Governor Shang to wait for his orders. The captain who was holding on to the emperor's medallion made a deep bow and returned the medallion back to Governor Shang in fear that Governor Shang would kill him for the events earlier.

Governor Shang knew that the captain was only following orders, and since Lu Wang city is a city that borders the spirit forest, he did not want to weaken the city defence force by killing the captain. He knew, however, that the captain had to be punished for defying his orders after he showed the emperor's medallion and this was why the mayor died but not the captain.

"Do you know what you did wrong?" Governor Shang asked sternly.

"Yes! I should have opened the city gates for my lord!" the captain shouted out fearfully.

Governor Shang shook his head and said "U were just following orders, but you should be aware that what the medallion represents. Go to the yamen and receive 50 strokes of the pedal."

"Yes my lord! I thank my lord for your mercy!" the captain shouted as he got to keep his life and quickly ran towards the yamen.

...

As Governor Shang was walking with Ning Ming they started talking about his grandson and Lu Wang City.

"Brother Ming, you are here to bring your grandson to the Quan Zhen sect?" Governor Shang asked.

"Yes, he has just turned 6 years old and another elder of the Quan Zhen sect has agreed to accept him as his disciple. Given your talent, your son should have been joined a sect already? If not he can come to the Quan Zhen sect and become my closing door disciple." Ning Ming said cheerfully.

"You've stopped accepting disciples? I thought you loved to accept cute little girls as your disciple and watch them grow up, then watch them get married and suffer heartbreak!" Governor Shang laughed as he joked.

"Don't make it sound like I am a paedophile! I just can't stand little boys running around me all day long! I haven't accepted any disciples in a while as I found the heartbreak from them marrying out too painful." Ning Ming laughs.

"Zhi Rou...is she still angry at me?" Ning Ming asks in a cowardly tone.

"Mmm...I don't know. I don't think so? It's been so long. Besides, I have three children now! Two boys and one girl! Maybe if you accept my little girl as your disciple, Zhi Rou will forgive you?" Governor Shang makes a joke and soon they reach the mayor's estate. The estate is already emptied and all the people living there have moved to another estate to live, while the army uses their property for official purposes.

...

Inside the study, Governor Shang and Ning Ming are seated and drinking tea.

"Brother Ning, the second the army and me entered the city, we have taken steps to place the city on lockdown. If you want, I can let you and your grandson leave, but you have to leave within three days." Governor Shang seriously says.

"Haha, if I want to leave, nobody can block me! Jokes aside, I had already planned to head to the capital to visit you in two days so I was leaving anyway but...you have to promise to protect my daughter in law's family while you are here." Ning Ming replies him as he sips the tea calmly.

"...I can only promise to leave them alone as long as they are not rebels...Few people can stop you if you want to leave, but you won't be able to bring everyone away safely if you have to force your way out." Governor Shang says awkwardly.

"You know that I am now the governor..." Governor Shang explains but Ning Ming interrupts him.

"Brother Jian Rui, no need to continue explaining, I understand. My relatives are not rebels nor do they have any intentions to rebel. It's not like we do not understand the state of the world we live in. even the royal family do not want the throne, why would my relatives want it? Especially after being introduced to the world of cultivation, they must be crazy if they want the throne."

"Anyway, it's just that there is such a huge army behind you that it is obvious you did not come to the city with peaceful intentions. My plans to leave the city in two days will not change, but I will not visit the capital since you're not there. Instead, come over to my place for dinner tomorrow.

I will introduce you to my family. You've not seen my wife, Ling Sha for a long time either and it will be nice to have a small gathering before we leave." Ning Ming says with a smile, and the two friends continue chatting into the night.

...

In Lu Wang city, General Ling's troops are busily running around, giving orders and chasing everyone back to their homes, telling them that a curfew is now implemented and no one is allowed outside of their homes after 8 pm.

Lu Wang city is a city that is prosperous because it is a trade hub. Only He Jin city and Lu Wang city is near the spirit forest, but somehow all the hunters and mercenaries only used Lu Wang city as a base and as a result,

It became a bustling city where you could find and buy all sorts of things.

Medicine, weapons, and food all slowly developed in Lu Wang City as the human traffic was very high and the people who went into the spirit forest required these services. Inn and hotels were everywhere.

When they returned from the spirit forests, they needed butchers and textile shops to sell their loot to, so these industries developed faster. Even the beastmasters would sometimes enter the spirit beasts or look around in the markets to see if anyone were selling beasts that they could tame.

When the soldiers tried to implement and lock the city down, protests were heard everywhere and eventually, violence had to be used, because the soldiers started getting attacked.
